THE HAITIAN COFFEE MARKET CHAIN :: RESULTS

Identification of stakeholders

MarChE has ongoing activities the South, Southeast and Nippes; the area of Beaumont (Grand-Anse) is targeted for interventions in the near future due to its potential for high quality coffee production.

Key players in the value chain were contacted, particularly the growers and the exporters.

For the former, RECOCAS (Reseau des Cooperatves Cafeieres du Sud) in the South and UPAB and UCOCAB (Southeast) have become direct beneficiaries of MarChE project.

REKOKAS, which is the only existing coffee cooperative network in the South/Nippes, includes 10 coops totalizing 1910 small farmer members.

MarChE technical staff led a series of workshops and focus groups with those associations to assess the potential for networking the key players in this value chain and increase coffee sale.

To increase coffee sale and generate more income for small farmers’ associations, marketing contacts and market requirements were identified, including: REBO, Wiener, Plateforme Nationale des Producteurs de Café d’Haiti.

These stakeholder export about 20 containers (1 container = 270 bags of 60kg each) annually and can potentially supply a larger amount of coffee to the international market, particularly to Europe, Japan and the USA.

Linkages among local associations and buyers will result in additional sales and therefore increased incomes for about 3,000 small coffee growers.

Technical assistance

A PPA with REBO and UPAB was approved to help growers in Thiotte areas address coffee production, regeneration, and quality (control of coffee borers) and marketing.

In addition to this PPA, collaboration was developed between MarChE and ACDI/VOCA to support production and marketing of high quality coffee in Thiotte.

During the current harvest coffee volumes should increase and the quality of coffee for export should improve; thus generating more income for both the growers in Thiotte and exporters.

Owing to the volume of activities and widely disbursed small farmers in Thiotte, MarChE proposes to establish a local coordination cell with 2 persons to provide hands-on technical and administrative assistance for the farmers and their associations.

The cell will also follow up to ensure that new practices and techniques learned are effectively applied by trainees to meet market requirements.

The coordination cell mechanism is included in the new Management Plan, a SOW is being finalized and interviews conducted with potential candidates.

STTA will be underway in early October to assess coffee association’s needs in Cap Rouge (Southeast) and to support them in the production and marketing of high quality coffee.

An expert has been selected to conduct joint field missions with a representative of INCAH and MarChE’s Investment and Credit Specialist in order to thoroughly assess local association’s needs and provide a detail scope of interventions to tackle adequately the problems and reverse the situation.

It is expected that over 500 small coffee growers in Cap Rouge will increase their production of high quality coffee, establish links with potential buyers and sale their coffee at premium price.

In terms of improvement of post harvest coffee processing, MarChE identified a potential washed coffee model/prototype that could be funded in the next quarter from VCAP or grant funds.

This pilot could then be replicated throughout the rest of Haiti’s coffee areas.
